This error occurred while installing WinPcap, which comes bundled with Wireshark (a network protocol analyzer):

The installation will now continue anyway
The older WinPcap 4.0.1 produces a similar error:

The error causes Wireshark to fail: Wireshark did not show any network interfaces, so it cannot capture network traffic.
Troubleshooting and solution
First, check your antivirus. My McAfee antivirus log indicated it didn’t block WinPcap, but the corporate policy didn’t allow me to disable it. If your antivirus has an option for game mode, try the game mode. Otherwise, try disabling the antivirus.
If that doesn’t work, reboot Windows into safe mode: while Windows is starting, press F8. Then, choose Safe Mode (no networking) and login as an administrator. While in Safe Mode, install WinPcap normally without any errors. Then reboot Windows and continue normally.
